Add governance docs

Add LFN principles and LFN project lifecycle docs.

This change combines work from 10223, 10221 and 10103 to make the
editing workflow easier. Also, these documents are closely related
changes that need to be worked on and merged together, not atomic
changes that should be handled in smaller commits.

WIP: Add Community Oriented Budgeting process

This proposal provides a recommendation from the TAC to the Board for a
Community Oriented Budget Process.

Made changes to add TF project for the budget consideration as well

Fix typo in Technical Gov Timeline Recommendation

There was wording in the Technical Governance Recommendation to the
Board approved today that might be slightly confusing due to life
editing during the meetings. This patch proposes one possible
improvement to make things clearer to the Board.

I do not believe this patch substantively changes the recommendation
at all.

Explicitly set default branch parameter

While it does default to master it is good to be explicit especially
so that if we ever branch folks do not need to look up the parameter.
