Pin pygments to 2.3.x
Pygments release 2.4.0 which added a python requires that excludes all
versions of Python < 3.5. The LFCI's default 3 version is 3.4 so causes
build failure.

Add LF Edge helpdesk handler
The LF Edge project was apparently told that they have a
helpdesk@lfedge.org handler, but it was never properly established.
Since this has been communicated to the project that it exists (and
there was some mail routing in place) we need to have it documented.

Update JJB calls to only do jobs
Our sandbox Jenkins systems do not allow non-admins the ability to
manage views. As such, the documentation should not give generic
commands that by default also push jobs.

Add Jenkins Sandbox to index
For a doc that we use frequently it shouldn't take 2 clicks from the
landing page to get to. Move it to the index.
Add the word "Guide" to the doc so that it correctly appears on the
index page when linked.
Update the Jenkins page link to the Jenkins Sandbox to use a doc link.

Unpin nodeenv version
This was originally pinned because nodeenv was breaking on 2nd and
onward runs of `tox -e coala` due to bug in nodeenv. This no longer
seems to be the case so unpin the version so we can get updates again.

Add update=jobs cfg to jenkins_jobs.ini example
This setting ensures folks don't accidently push up views to the
Jenkins Sandbox if they are using JJB 2.5.0 or newer. Setting does
nothing on older versions of JJB. This makes it so users do not have
to pass `jenkins-jobs update -j` to prevent views from uploading.

URL. So remove authentication. Also recommend the https port.

Add more pre-commit checks
Add the following additional checks:
- executables have shebang lines
- no merge conflict strings
- End of files contain empty new line
and update files that currently are missing end of file empty lines.

Use jenkins default config file location for setup
Update instructions to use the default jenkins configuration
file location instead of forcing users to pass `--conf` every time.
Remove '--conf' options is calls to 'jenkins-jobs'.

Update jenkins-init-script to use global-jjb
Patch I68e242297db03752fcc415e5465e7bfa8ab66d79 in global-jjb added
support for a centralized jenkins-init-script. Update bootstrap
instructions to refer to that instead of having projects create their
own.

DO NOT tell user to `sudo pip`
We should never tell a user to `sudo pip` as this is a fast way to
break your package manager.
