Create new ccsdk/sli repository

Create a new repository for CCSDK (ccsdk/sli). This will be used
to combine the following 4 CCSDK repositories into one:
- ccsdk/sli/adaptors
- ccsdk/sli/core
- ccsdk/sli/northbound
- ccsdk/sli/plugins
