Initiate testsuite/cds repository

This repository aims to host CDS tests upstreamed by Bell Canada
It it mainly functional tests
Some of the tests could be used in Integration tests

The committers are the usual Integration committers + Trevor Plestid
Trevor (amdocs for Bell Canada) is managing the team in charge of these tests
