Adding ric-plt/conflictmgr repo

The repo was approved in the TOC meeting on 2023-09-21 in
item 4.h of the agenda:

  https://wiki.o-ran-sc.org/display/TOC

Note that old meeting minutes are moved to

  https://wiki.o-ran-sc.org/display/TOC/Archived+Meetings

and you might have to check from this archive to find the
correct meeting minutes.
