The openstack-cron job email report.

The openstack-cron job should report to LF staff when it fails

Upgrade notes:
Will require all projects to add:
failure-notification: "releng+PROJECTCODE@linuxfoundation.org"
failure-notification-prefix: "[releng]"
to jjb/defaults.yaml
