Add Jenkins Quick Start

Add Jenkins initial overview and introduction to jjb.
Add Jenkins Quick Start:
  - Quick start introduction and explanation on how
    jobs are defined.
  - Example of a project yaml and explanation on how
    to add local jobs and global-jjb jobs
Jenkins Production and Sandbox introduction
