Add lxml to requirements.txt to lftools

'lftools nexus release -v --server https://nexus.opendaylight.org
odlparent-xxxx' returns the following error.

Error:
bs4.FeatureNotFound: Couldn't find a tree builder with the features
you requested: xml. Do you need to install a parser library?
