Check MAVEN_PARAMS for -f flag in metadata fetch

maven-fetch-metadata.sh was not respecting the "-f" (for file path)
flag in MAVEN_PARAMS, causing lf-maven-merge jobs that utilize this
flag to fail.

Issue: RELENG-1630
