Fix pattern to trigger on any files in docs/

Also do not trigger when docs in global-jjb submodule
are updated.

add TOX_ENVs to rtdv3 macro so that it only runs
docs,docs-linkcheck

add conditional-step so that project must have a
.readthedocs.yaml for build to bother starting
