Remove the unused MAVEN_CENTRAL_URL variable

Remove the unused MAVEN_CENTRAL_URL variable. The self-release job is
designed to work with any Nexus repository info published in
`staging-repo.txt.gz`, which makes the `MAVEN_CENTRAL_URL` redundant,
hence remove the unused variable.
