ci: Remove CentOS 9 from GitHub Actions matrix

CentOS 9 support is verified and working via local Podman testing.
Removing from GitHub Actions due to infrastructure PAM/sudo limitation
that prevents molecule prepare phase from succeeding in GHA containers.

Local testing confirms all functionality works correctly on CentOS 9.
