Add macro section headers and new macros

* Add in section headers to help finding different macros sections
  faster

* Add in 4 of our commonly replicated macros
  builders:
    - lf-jacoco-nojava-workaround
    - lf-maven-install
    - lf-provide-maven-settings
  parameters:
    - lf-maven-exec
