First commit of lfInfraShipLogs, plus unit test

First commit of lfInfraShipLogs, plus unit test

This also includes initial Jenkinsfile, and lays down the framework
for docs.

The tox "gradle" env is setup to pull down Gradle and create a
wrapper file on the fly, which will then execute the tests.
